
The Nigerian Electricity Regulatory Commission (NERC) has finalized the transfer of regulatory oversight to four states—Enugu, Ekiti, Ondo, and Imo—granting them full control over their electricity markets.
This development is part of the implementation of the 2023 Electricity Act, which allows states to regulate their electricity sectors independently. NERC announced on January 10, 2025, that similar transfers are in progress for six other states: Oyo, Edo, Kogi, Lagos, Ogun, and Niger.

The transition marks a significant shift in the Nigerian Electricity Supply Industry, which previously operated under a centralized structure with 11 distribution companies. Adjustments are already underway in the market frameworks of affected states.
Once completed, this decentralized model aims to enhance state-level accountability and efficiency in electricity management while addressing unique local challenges.
